PSAT Score of 216 - 99th %ile?

Add a zero to each score to get SAT equivalent. 240 or 80 in each subtest is perfect. But Ivy's are very competitive and many who apply have scores in the 750+ area in all three subtests. These schools also look for good grades in difficult subjects in school. If you want to go to the US for school, you can apply to an Ivy League (Princeton, Harvard, etc.) or a non-Ivy of equal quality (e.g. Swarthmore). These schools all have non-American students from many countries. At least contact them or look them up on the web and see what you think. Put the name of the school dot edu to reach school sites. Good luck in your college search.
