Is this friend being fake?

My friend has recently asked me to "call her". I made plans with her (via text) the week before to which she agreed, and I even called her, but she never showed-up!! She texted an apology later that she didn't have her phone with her (bs much?). I was thoroughly pissed off and I didn't want to contact her again. Finally the next day, I thought that it might be true, so I texted her about getting lunch. She told me she would text me later since she was in cl. Very late, however, she texted about the weather and cl being boring. I didn't know what to think...except that she doesn't want to hang-out? It has never been like this... I do care about her, I just think that she's pulling mucho BS
