What should I do while we snuggle?

So, me and my best guy friend were snuggling on his bed last night and it was our third time. We would be laying on his bed under the covers and he would put his arm around me and next thing you know we're seriously cuddling. Both his arms are around me and he would put his face on mine and he puts his nose on my nose. He always tells me he loves me, but I'm not sure if he means as a friend or more. I tell him I have to leave and he says no I wont let you and all this stuff. He would also say he get really horny when we snuggle. Does he like me or does he just want a cuddle buddy. Can you give me some tips on how to maybe kiss him on the cheek while snuggling, or turn him on a little more. I really like him and I want our friendship to take the next step. Should I wait for him to make the first move? Though like 9 days ago he said he liked this other girl. . . .
