Hey im 17 and I have a suspended driving license, could you still get a bikers permit in the state of PA?

A motorcycle endorsement is just that, an endorsement to your valid drivers license. If your licensed is suspended, and endorsement would also be suspended, you can't drive anything but a bicycle.
