I am replacing recessed lights and found a neutral from the light switch wired to a hot in the lights. SAFE?

this is correct as the feed is in the junction box not in the switch box.the white wire is carrying voltage back to the light once the switch is in the on position,completing the circuit.wire new lights the same as old .hire an electrician if not sure.
